How Does an Electric Scooter Differ from an Internal Combustion One?

There are several differences between a traditional internal combustion scooter and a modern, electric variant of this vehicle. Here are the most important of them:

• drive type – an electric motor draws power from a battery. This means it emits no exhaust fumes or other environmentally harmful substances—unlike the combustion variant, which, running mostly on gasoline, contributes to air pollution;
• noise level – electrically powered motors are practically silent, unlike combustion engines;
• charging method – while combustion transport vehicles are refueled at a gas station, electric variants can be charged by plugging them into a household socket or specialized charging stations—this process is similar to charging other electronic devices;
• range – with a combustion vehicle we will generally reach as far as we want without major limitations due to the ubiquitous presence of gas stations. Riding an electric scooter over long distances can be more complicated because the number of publicly accessible electric charging stations is somewhat lower.

If we plan to move primarily around town and over short distances, the so-called EV/electric scooter will be an excellent choice.

Entitlements for an Electric Scooter

City dwellers often ask themselves: can you ride a scooter with just an ID card? It turns out that the matter is slightly more complicated than it might seem. It is important to familiarize yourself with the applicable regulations to avoid violating them and to be sure that you enter road traffic safely and legally. Theoretically, one can hop on a scooter without a driving license, but for adults this may look different than for persons under 18 years of age. One must also take into account the power of the machine intended to be driven.

Driver’s Age

In January 2013, regulations came into force governing the issue of riding an electric scooter without a driving license. Prior to that date, one could ride this vehicle possessing merely a national ID card or a moped card (karta motorowerowa), whereas after that date, every adult wishing to ride an electric scooter must hold a Category AM driving license. An exception applies to individuals who turned 18 before the new regulations came into force, because the law does not act retroactively—this means they can ride an electrically powered two-wheeler for life upon presenting an ID card.

Scooter Size and Specifications

The above information applies to mopeds and light quadricycles—vehicles that a Category AM driving license entitles you to drive; you can apply for it upon turning 14 years old, so you do not need to be an adult at all. For our electric scooter to fall within this category of entitlements, it must meet specific requirements:

• curb weight up to 350 kg,
• maximum speed up to 45 km/h,
• electric motor power not exceeding 4 kW.

In the case of larger scooters with higher engine power (not exceeding 11 kW), the requirements are somewhat stricter—a Category A1, A2, A, or Category B driving license held for at least three years. Operating such vehicles with only an ID card is prohibited and subject to severe penalties.
